SKILLS FOR AN INCLUSIVE CREATIVE ECONOMY
Tool Quiz is a result of a long term strategic process of interregional cultural cooperation which began in 2000. It gathers 12 partners, 7 regional authorities, 2 universities, 3 cultural organizations, from across Europe with different political, technical, scientific expertise. Approved in 2009 by the INTERREG IVC programme it started in January 2010 and will run until 2013. TOOL QUIZ intends to participate in the European territorial Cohesion's enhancement by enabling partners to work together on a shared regional policy issue linked to Culture, Development and Human Capacities. Based on the UNESCO and the Fribourg declaration's definition of "Culture", TOOL QUIZ’s partners are looking at potential new ways to look at these issues in terms of public policies, territorial strategies, actors practices or contemporary initiatives at regional level, taking into account the European situation, the current global context and the main changes taking place.
Since the 90’s, international organizations such as the UN or CGLU have been stressing the urgent need to reconsider our model of development, in particular in western countries with postindustrial contexts. The need to consider the notion of development in terms of human development and ethical issues such as cultural rights has been underlined. More than ever, the European societal project is concerned by these issues. Its territory is facing many factors of external change (globalization, climate change, resource management, demographic growth, digitalization), but also endogenous issues (an ageing population, economic competitiveness, economic crisis, neighbourhood policies, disparities between growing urban areas/rural territories). In addition, its recent enlargements have been reinforcing disparities between regions. Thus what role could play regions, public and cultural actors, by investing in culture contributing to human/sustainable development in Europe ?
TOOL QUIZ partner have been during more than one year now identifying 25 case studies that resulted in 19 good practices analysis and 4 interregional conferences focused on the person's capacity building and empowerement through culture&arts that enable facing issues such as employment workforce, social inclusion, economic development, territorial balance, health or education... Going one step forward, the Third phasis of the project, from july to decemebr 2011 enable partners to capitalize their regional analysis regarding public policies and actor practices through the edition of its green book « Right of culture, culture of rights : a contribution for a prospective approach of european territories' cultural policies».
Introduced during TOOL QUIZ OPEN CONFERENCE: TOWARDS NEW MODELS OF DEVELOPMENT FOR REGIONAL POLICIES IN EUROPE ?* organized in Brussels the 8 and 9 december 2011, this green book will be a basis for the Good Practice work of transfer just initiated.
From 19 good practice analyzed, 7 best practices have been considered since september 2011 more interested and recommended to transfer between the 7 tool quiz partner regions. From the Open Conference event, it resulted that 3 best practices will eventualy be the basis for the TOOL QUIZ 7 regional transfer plans that will be developped from January to June 2012 :
1- The Museum Dr Guislain and social employment practices of the city of Gent (Flemish Region) will be worked out for transfer with the Sielsia Region.
2- The Cultural Rucksack programme and its links with Youth Encounters/Festival (Rogaland/Norway) has been selected by the Nord-Pas de Calais Region and Wales
3- The Arts & Business Cymru Scheme, from Wales will eventualy be transferred by the Wallonia-Brussels Federation, the Flemish Ministry, the Simetrias Fundation (Castilla-La Mancha).
Each, from May 2012, will mark an opportunity for experimentations** until TOOL QUIZ last conference the 5/6 october 2012 in Siena !
